UK police order toxicology tests on dead Russian whistleblower

LONDON (Reuters) - British police have carried out toxicology tests on the body of a Russian anti-corruption whistleblower whose mysterious death in England has put a new spotlight on Russian criminal groups entrenched in Europe.

Alexander Perepilichny, 44, moved to Britain three years ago and had been helping Swiss prosecutors uncover a shady Russian criminal group suspected of being involved in large-scale, cross-border tax fraud violations.

Police have struggled to establish the cause of his death since he suddenly collapsed and died near his home on an up market, heavily protected estate in Surrey, south of London, on November 10.

Following an inconclusive post-mortem on November 14, investigators conducted another examination of Perepilichny's body as well as toxicology tests.

"Toxicology tests are being carried out as part of the investigation," a Surrey police spokeswoman said on Friday, adding that it could take months to get the results.

"The death is being treated as unexplained and remains under investigation."

Although toxicology tests are often standard practice following inconclusive post-mortem examinations, the move has evoked memories of the 2006 death of former Russian spy Alexander Litvinenko who died in London after drinking tea poisoned with radioactive polonium-210.

Perepilichny's case has shed new light on a multimillion-dollar tax fraud scheme that was originally uncovered by Russian lawyer Sergei Magnitsky, who was jailed in 2008 by the Russian authorities on charges his colleagues say were fabricated.

In 2009, Magnitsky died in a Russian prison, provoking an international outcry and becoming a symbol of human rights abuse and corruption in Russia.

Perepilichny is the fourth person linked to the case to have died in unusual circumstances.

In 2010, he came forward with information linking Russian government officials to a tax fraud scheme involving a Swiss bank, a move that helped Swiss prosecutors open a far-reaching criminal investigation in 2011.

Britain is the chosen home for many Russians, some seeking employment opportunities or refuge from political persecution. But there are also fears that London is turning into a playground for Russian mobsters trying to avenge their former partners hiding abroad.

Russian officials have played down Perepilichny's link to the Magnitsky affair, which has strained Moscow's relations with the West and prompted the United States to push for a bill cracking down on Russian corruption.

"We cannot see any connection between the death of Mr. Alexander Perepilichny, the causes of which are yet to be established, and the so called 'Magnitsky case,'" the Russian embassy in London said in a statement.

Britain's Independent newspaper, financially backed by a Russian billionaire critical of the Kremlin, reported on Friday that Perepilichny received a warning a year ago that his name was on a hit list in Russia.

"It was like an order book," a source described as an acquaintance of Perepilichny told the paper.

"His name was in it."

Energy Bill for 'cleaner economy'

Energy Secretary Ed Davey says the Bill will transform the energy landscape

Energy minister Ed Davey has unveiled the government's much-trailed Energy Bill, setting out the roadmap for the UK's switch to "a low-carbon economy".

Energy firms can increase the "green" levy from ?3bn to ?7.6bn a year by 2020, potentially increasing household bills by ?100.

But big, energy-intensive companies could be exempt from the extra costs of the switch to renewable energy.

There are also proposals for financial incentives to reduce energy demand.

The "transformation" will cost the UK ?110bn over ten years, Mr Davey said.

He told MPs: "Britain's energy sector is embarking on a period of exceptional renewal and expansion.

"The scale of the investment required is huge, representing close to half the UK's total infrastructure investment pipeline."

The government's plan formed the "biggest transformation of Britain's electricity market since privatisation," he said.

Measures proposed in the Bill and consultations include:

  • Household energy bills to rise ?100 on average by 2020
  • "Green" levy charged by energy firms to rise from ?3bn to ?7.6bn
  • Switch to clean energy to cost ?110bn over ten years
  • Bill aims to encourage investment in low-carbon power production
  • Energy-intensive companies may be exempt from additional charges
  • Possible financial incentives to reduce energy consumption

Mr Davey said government policy was "designed specifically to reduce consumer bills", arguing that without a move to renewable energy, bills would be higher because of a reliance on expensive and volatile gas prices.

The government has unveiled plans to exempt some of Britain's biggest industries from charges for clean electricity.

The Energy Bill confirms that households will be expected to pay about ?100 a year on average to get more power from nuclear and renewables.

But it looks as though energy intensive firms won't have to pay the extra charges. It's feared that if their energy bills rise too high, they'll move manufacturing jobs abroad.

The move may prove controversial with consumer groups.

The Bill confirms that households would provide ?7.6bn of subsidy to nuclear and renewables by 2020 to keep the lights on and to meet targets on reducing emissions of greenhouse gases.

The government says the investment will shield the UK from volatile gas prices and force down costs in the long run.

But ministers have also announced that some of biggest industrial polluters in the UK - like steel and cement - may not be asked to pay extra. These global firms threaten to take their jobs elsewhere if power bills rise.

The government has recognised that if you are trying to cut global emissions of carbon, it's futile driving away firms to pollute somewhere else. But many households may wonder why they're being forced to pay extra whilst big firms are not.

The Energy Bill aims to move the UK's energy production from a dependence on fossil fuels to a more diverse mix of energy sources, such as wind, nuclear and biomass.

This is to fill the energy gap from closing a number of coal and nuclear power stations over the next two decades, and to meet the government's carbon dioxide emissions targets.

By allowing energy companies to charge more, the government hopes they will have the confidence to invest the huge sums of money that are needed to build renewable energy infrastructure such as windfarms.

But the opposition said that investment in renewable energy had fallen under the coalition.

"The reason that's happened is because of the uncertainty the government has created - that's why firms have put investment on hold, or scrapped it altogether," said shadow energy and climate change secretary Caroline Flint.

She added that the absence of a carbon cap for the energy sector for 2030 further undermined investment in renewables.

Exemptions

But in a consultation paper published alongside the Bill, Mr Davey said energy-intensive industries, such as steel and cement producers, would be exempt from additional costs arising from measures to encourage investment in new low-carbon production.

"Decarbonisation should not mean deindustrialisation", Mr Davey said.

"The transition to the low carbon economy will depend on products made by energy intensive industries - a wind turbine for example needing steel, cement and high-tech textiles.

"This exemption will ensure the UK retains the industrial capacity to support a low carbon economy."

Without the exemption, the government fears big companies would cut jobs and relocate abroad.

Reducing demand

The government proposals to reduce electricity demand include financial incentives for consumers and businesses alike.

For example, firms could be paid for each kilowatt-hour they save as a result of taking energy-reduction measures, such as low-energy lighting.

Householders and businesses could be given discounts and incentives to replace old equipment with more energy-efficient versions.

The government believes a 10% reduction in electricity demand could save ?4bn by 2030.

But research by management consultancy McKinsey suggests there is the potential to reduce demand by as much as 26%, equivalent to 92 terawatt-hours, or the electricity generated by nine power stations in one year.

Audrey Gallacher, director of energy at Consumer Focus, said: "The government's commitment to reduce energy demand through incentives for consumers and businesses is welcome.

"But it will come at a cost - which again will be passed onto customers."

But even if office parties turn you into Mr. Grinch, you can?t afford to skip them, says business etiquette expert Barbara Pachter. ?Think of it as a business opportunity,? she says, ?because the people you meet may be interviewing you in three or six months? for a new position or promotion.

If your company is throwing some kind of shindig this season, here?s the experts? advice for making the most of it:

Don?t talk shop. Conversations about work are OK, in moderation. Parties are a chance to get to know co-workers on a different level. ??You can talk about what people are doing for the holidays, what vacations they have coming up,? movies, plays, or sports you or your kids play, Pachter says. ?Then you have a common bond.? Three things Pachter recommends steering clear of: sex, politics and religion. And as hard as it can be, don?t gossip about co-workers. If you get stuck, ?You can listen, but don?t contribute.?

Mingle. Move beyond your usual circle of co-workers and introduce yourself to people you might not run into otherwise. ?It?s a great place to network with more senior people who could influence your career,? Hosking says.?

Leave the thigh-high dress and ripped jeans at home. Think business casual. If you think something?s too suggestive or casual, it probably is, Pachter says.

Look like you?re having fun, even if you?re not. Body language can reveal a lot about a person?s attitude. You might be there under duress, but you don?t need to show it. Frowning, crossing your arms or sitting at the table texting will?broadcast how much fun you?re not having, Pachter says. To boost your confidence talking to higher ups, practice a few ?power poses? before you go, suggests career coach Susan Joyce, in this blog post.

Don?t get plowed. If you?re not a party person, it?s easy to drink too much to make yourself feel more comfortable. Don?t.? A participant in one of the etiquette seminars Pachter teaches shared the story of a young man who got drunk at his company Christmas party, told off his boss and got fired on the spot. ?The next day he couldn?t understand why his badge didn?t work,? she says. If you do over-imbibe, accept any morning-after ribbing. ?It usually blows over,? Pachter says, ?but if you get defensive, they?ve found your vulnerability and it?ll tend to stick around.?

Take pictures, but ask before posting anything online. Despite years of warnings about the damage people can do to themselves and their friends by posting pictures of potentially compromising situations on Facebook or elsewhere, it still happens all the time, Pachter says. Always ask.

Brief your spouse. If you?re bringing a significant other, give them the 411 in advance on co-workers you work with that they should know.

Don?t cut out early. If it?s a dinner, stay through dessert. If there?s dancing, stick around for at least one song.? ?If everyone in your department is staying, you should stay awhile too,? Pachter says.

Pitt is only a little over a year away from turning 50, and he admits that it's something that he's thinking about. Though he's as successful as ever, Pitt says he's going to start treasuring each moment he has now that he's getting older.

"This is what I think about: 'Okay, you're way over the mid-point [of your life]. You don't know how much time you have left,' " he says. "I want to enjoy this year more than ever."

As always happens when a powerful married man is revealed to have been hiking the Appalachian Trail, finding Freudian uses for cigars, or supporting his maid?s child, there?s been a lot of speculation about the psychology of honcho guys. What is it about the powerful?

This noodling is off-base on several counts. First, it neglects the fact that roughly one-quarter of married people?approximately equal numbers of men and women?report having had an extramarital affair. They aren?t all powerful. It?s true that the successful may indeed be more likely to commit adultery, but not for the reasons usually cited, such as their supposed sense of entitlement.

It also conflates social monogamy with sexual monogamy, assuming that these complicated sets of behaviors are one and the same. But Petraeus? experience shows that?s not necessarily true. By all accounts, Petraeus highly values his relationship with his wife. Yet he was not sexually monogamous, and because he wasn?t, he placed his social relationship with his wife, not to mention his job and reputation, at risk.

The difference between social and sexual monogamy is partly chemical, as was illustrated recently in a fascinating experiment. You may have missed it while being steeped in Jill Kelley news, but the Journal of Neuroscience released a study earlier this month about the effects of the neurochemical oxytocin on the behavior of monogamous males.

Oxytocin has gotten a lot of publicity over the past few years, not all of it entirely accurate. It?s been called the ?cuddle? hormone, a ?love drug,? even ?the moral molecule.? But it turns out that the effects of oxytocin depend on social context.

In the study, the scientists squirted oxytocin (or an inert spray) up the noses of male test subjects, some of whom were involved in a monogamous relationship with a woman and some of whom were not. Then they introduced the men to an attractive woman.

Rather than approach the attractive woman, as one might anticipate given oxytocin?s reputation, the men in monogamous relationships who received oxytocin tended to keep her at a distance compared to men who received placebo squirts. Oxytocin had no effect on single guys. ????????? ?

In other words, giving a shot of oxytocin up the nose of bonded men tended to reinforce monogamy. This finding supports work by a Dutch scientist named Carsten de Dreu who has shown that oxytocin tends to increase trust toward members of a group, but not toward outsiders. In this case, the pretty woman is the outsider.

This is an interesting finding, but not so much because it tells us that oxytocin will forever prevent a man from stepping out. Rather, it shows us that chemicals in our heads can influence our social behavior just as they influence the behavior of animals, to the point that we do not have complete rational control over our actions.

A large body of evidence gathered over the past 15 years or so shows how chemical communication between neurons can bias our behavior. Oxytocin is only one of the chemicals involved. Stress hormones, dopamine, vasopressin, opioids (the brain?s heroin) all have their say. And the science tells us that ?monogamous? individuals?whether birds, rodents, or people?can be driven to have sex with those outside their socially-exclusive pair bond.

Sasima was a major shareholder of Golden Land Property Development until 2008, when she stopped developing residential projects.

She said yesterday that the first new project, 360-Degree Pano @ Khao Yai, would be developed by Sasi Sombat Co, which was established this year with registered capital of Bt5 million.

The next project, Phuprapai, also in Khao Yai, worth Bt500 million to Bt600 million, is set for next month.

The company's investment budget will come from its capital only.

The "360-Degree Pano @ Khao Yai" project combines villas and a condo building on 30 rai (4.8 hectares).

The project offers a starting price of Bt3 million for a 50-square-metre condo unit.

Phuprapai has 50 rai of land available. A study is being made on whether to sell land only or build houses on the land for sales.

Both projects will start construction next year and be completed in five years. The condo project, 360-Degree Pano, is applying for approval of its environmental impact assessment.

"We may launch both options for our customers to select," Sasima said.

She decided to start developing residential projects again because she sees demand for second homes in Khao Yai and she also has land in this location. This matches with the demand in the market.

Companies like Phorm, which specialize in advertising software that caters to the habits of Internet viewers, come to mind.?Phorm global technology has been around in some variation since the first decade of the Internet, and the industry of specialized advertising has really exploded in the past few years.

The technology works because it can only be activated by you, the consumer. By providing your personal information, you do what is called opt-in service. Personal and relevant information provided to the company enables it to track where you visit online. Read a lot about football? Expect to see football-themed ads. Are you a gourmet cook? You may see plenty of food advertising on sites you visit. Fashion aficionados may see ads for department stores or clothing lines.

With this randomized form of computer technology, companies do not know the identities of the person they track, eliminating the chance for malicious mischief to occur. Information is never shared with third parties. This is a key factor. Why would a company want to share this information with a third party when they are the ones collecting data themselves?

Safe ways to gather content and view ads relevant to your online experience are an integral part of web safety. Ads may be a nuisance to some but are vital for the overall health of the digital market. By opting in safely, the consumer can be tempted to click on ads for companies rather than be subject to irrelevant products.

High Carb Diets Newly Linked With Higher Colorectal Cancer ...

high glycemic indexLow-carb (and lower sugar) diets may soon look a lot better to colorectal cancer survivors. In a recent data-rich study of more than 1000 stage III colon cancer survivors, researchers from Dana-Farber Cancer Institute found that those who consistently ate a high-carbohydrate, sugar-laden diet appeared to have markedly higher recurrence rates of their disease than patients whose diets were more varied and contained less-sugar. The results were published in the Nov. 7 Journal of the National Cancer Institute.

The main finding after surveying and following 1,011 patients during and 6 months after chemotherapy? That those who reported having the highest dietary levels of carbohydrate intake (and related glycemic load) also had an 80 percent increased risk of colon cancer recurrence or death compared with those who had the lowest carb diets.

?But because cancer patients (and health-minded others) are advised not to make a nutritional or lifestyle change based on just one research study or peer-reviewed journal article, it?s worth noting that in the Feb. 7th issue of Nature, doctors from the University of California-San Francisco (UCSF) argued that sugar effects are so detrimental that the substance should be regulated like alcohol and tobacco to protect consumers? health.?

Robert H. Lustig, M.D., professor of pediatrics in the division of endocrinology at UCSF, and colleagues stated that beyond fueling a global obesity problem, sugar in all forms contributes to 35 million deaths annually worldwide due to diseases like heart disease, diabetes, and cancer.

So how might excess sugar and high-carbohydrate diets lead to the formation of rogue cancer cells? ?In light of our and other?s research, we theorize that factors including a high glycemic load [resulting in excess glucose or sugar byproduct throughout the bloodstream] may stimulate the body?s production of insulin,? Jeffrey Meyerhardt, M.D., M.P.H., of Dana-Farber, said. In turn, this ?may increase the proliferation of cells and prevent the natural cell-death process in cancer cells that have metastasized from their original site.?

Dr. Meyerhardt noted that the Dana-Farber study doesn?t prove that high-carb, high glycemic diets cause recurrence of colon cancer. But the strong association between high glycemic load and higher recurrence rates?especially in obese patients? strongly suggests that these dietary factors do play a role. ?Our findings may offer useful guidance for patients and physicians in ways of improving patient survival after treatment.?

Saudi regulator suspends Mobily from selling SIM cards

(Reuters) - Etihad Etisalat Co (Mobily), Saudi Arabia's second-biggest telecoms operator, has asked to meet the industry regulator after it was suspended from selling pre-paid SIM cards, a company spokesman said, describing the ban as "astonishing".

Mobily's sales of pre-paid, or pay-as-you-go SIM cards will remain halted until the company "fully meets the pre-paid service provisioning requirements," the firm said in a statement.

"We're not sure when we can resume selling pre-paid SIM cards," said a company spokesman. We've requested a meeting with the CITC governor today to find out what's going on," he added, in reference to the regulator.

In an earlier order the Communication and Information Technology Commission said that from September 28 all pre-paid SIM users must enter a personal identification number when recharging their accounts and this number must be the same as the one registered with their mobile operator when the SIM card was bought.

This applies not only to Mobily but also to rival operators Saudi Telecom Co (STC) and Zain Saudi.

"This isn't just about Mobily - other operators also haven't complied and so we're astonished we've been singled out," said Mobily's spokesman. "We've done a huge campaign to inform customers about the ID requirement."

The company has yet to comply with the order because not all customers have updated their details, he said.

Mobily said the financial impact of the CITC's decision would be "insignificant", claiming data, corporate and "post-paid" contract revenues would be its main growth drivers.

"This could have a significant impact on Mobily's Q4 earnings - it depends on how quickly the company resolves this," said Asim Bukhtiar, Riyad Capital's head of research.

"Newcomers and visitors buy new SIM cards and if Mobily can't target this market it will affect the business."

The new SIM registration requirements are a security measure.

"From a CITC perspective it gives them better information on who is using pre-paid cards - there were a lot of SIM cards floating around that were not registered to anyone," added Bukhtiar.

Pre-paid mobile subscriptions are typically more popular among middle and lower income groups, with telecom operators pushing customers to shift to monthly contracts that include a data allowance.

Shares in Mobily, which reported an estimate-beating 23 percent rise in third-quarter profits in October, were down 2.1 percent at 1202 GMT on the Saudi bourse.

No one at STC or Zain Saudi was immediately available for comment.

Scientists rush to save iconic manta rays

A feeding station popular with manta rays is not far from the Misool Eco Resort and Conservation Center in Raja Ampat, eastern Indonesia.

RAJA AMPAT, Indonesia ?They?ve been described by one scientist as ?pandas of the ocean.?

?They?re such an iconic species, beloved by divers,? said Andrea Marshall, director of the?Marine Megafauna Foundation, who came up with the description during an interview with NBC News. ?They?re just amazing.??

Unlikely as it might seem, the panda and the manta ray have a lot in common.

Just as scientists still haven?t been able to confirm the number of pandas in the wild, they also have no idea how many manta rays exist.

?Globally we don?t know how many manta rays there are,? said Guy Stevens, director of the U.K.-based?Manta Trust,?whose research is largely based around manta populations in the Maldives.

But -- again, like the panda -- scientists think it?s a small population.

?If they?re lucky, (manta rays) have two pups (over several years).?That?s a very low reproductive rate, especially compared to your average fish,? said Dr. Heidi Dewar, a biologist at the?Southwest Fisheries Science Center, part of NOAA.

Anecdotal evidence suggests mantas are under threat, and China may be a major reason for it.

Manta rays are vulnerable on two fronts: as bycatch ? getting caught in industrial fishing nets targeting different types of tuna ? and, increasingly, because of traditional Chinese medicine, or TCM.?

Manta rays are abundant in the waters around Raja Ampat, eastern Indonesia.

Manta rays are harvested for their gill rakers, which allow the fish to filter food from water.? Some Chinese believe they have healing properties or are good at cleaning out toxins. One Chinese-language?website claims gill rakers enhance the immune system, promote blood circulation and aid in the treatment of cancer, skin disease and infertility.

?It?s just cartilage,? said Dewar, echoing skepticism expressed by many scientists.

Medicinal fad?
Conservationists say manta rays aren?t even considered ?traditional? medicine and argue no reference to the animal can be found in TCM books dating back a century. But with rising incomes that enable Chinese consumers to readily adopt medicinal fads, the impact on manta rays has accelerated over the past 10 to 15 years.?

?A lot of it is completely unrecorded,? said Stevens, who worked on a project founded by Shark Savers and WildAid to document the scope of gill-raker harvesting.?

Researchers looked at the location, value and species involved. ?It does seem the majority of all of those gills that are being traded are ending up in China,? Stevens said.

The conclusion, published in a report called?Manta Ray of Hope, found that roughly 3,400 manta rays and 94,000 mobulas?(related to the manta ray family) are caught each year, but the numbers reflect only reported catches. ?Unreported and subsistence fisheries will mean true landings are much higher,? the report said.?

Visits to random TCM shops in Beijing and Shanghai turned up no gill rakers. In fact, a veteran pharmacist at Tongrentang, a long-established purveyor of traditional Chinese and herbal medicines, said she had never heard of manta rays being used this way.

But the Manta Ray of Hope report estimates a mature ocean manta could yield up to 15 pounds of dried gills that can bring in as much as $230 a pound in a market in China.?

Marshall said she has noticed an uptick in manta fishing. ?I?ve been (in Mozambique) in the last decade ? and we?ve seen an 87 percent decline in the population because of the fishing.??

Unlike many shippers, Chinese merchants who transport cheap products from the mainland for export to Africa ?want to fill [their unloaded cargo vessels] with resources wherever they go.? In Africa, they fill it up with wood, fish or shark?s fin,? she said.??They?ll go out to the local fisheries along the coastline and scout for these products.??

The scientist has spoken to members of local communities, who say the Chinese offer ?new nets, new lines, new hooks.?(The Chinese traders) say to them, ?If you get the sharks or the mantas or the turtles, you get all the meat. You can keep all the meat. You just sell us the things you don?t normally eat.'??

Protecting a ?threatened? species
Mantas were listed last year as ?threatened? under the international Convention on the Conservation of Migratory Species.

The?International Union for the Conservation of Nature?has classified the manta ray as ?vulnerable? to extinction.?

Chinese scientists have also weighed in.?

?In the last two years, we have conducted evaluations of the manta ray and submitted a recommendation to the government to list it as a protected species,? said Professor Wang Yanmin from Shandong University?s Marine College.

?There is no regulation for protecting the manta ray so sales of mantas are not illegal,? said Feng Yongfeng, founder of Green Beagle, a group that promotes environmental protection.

Groups like Manta Trust are focusing on getting manta rays listed by the Convention on International Trade in Endangered Species (CITES). But scientists have their work cut out for them.?

?It?s very difficult to get listed on CITES.? They ask for a lot of detail that is difficult to pin down,? said Marshall. ??Maybe in the terrestrial world, biologists can provide those kinds of details. ?When you?re talking about the megafauna [or large marine species] world, it?s very difficult.??

Marshall ? who discovered a second type of manta ray in 2008 and is in the process of identifying a third -- acknowledges little is known about them.

Manta births a mystery?
Vexing questions include the manta?s life span, details of their reproductive ecology and migratory patterns.?

?I could wrap my life up in 20 minutes if I could talk to them,? she joked. ??It has been driving me insane for the last ten years because I haven?t been able to figure out where they give birth.? It?s 2012 and nobody has ever seen a manta give birth in the wild.??

And research is painstaking. For one, concentrations of the animal tend to be around far-flung islands.?Stevens of Manta Trust cited the costs of tracking mantas and the difficulty in locating and knowing how to study them.?

With technological improvements, however, scientists are gaining some ground. Satellite tags are one way to help the research.??What do they do when we can?t observe them? I?d love to follow an animal to find out how they spend their time,? said Stevens. ?The tagging gives you small glimpses of them.??

Two dive instructors at the Misool Eco Resort and Conservation Center in Raja Ampat have uncovered a revenue stream to offset research costs: tourism.

?One manta ray can raise $1 million (U.S. dollars) in tourism income over its lifetime,? said Rebecca Pilkington-Vincett, citing a figure contained in the Manta Ray of Hope?report.

With the blessing of the resort, Pilkington-Vincett and Calvin Beale launched a research project off the surrounding reefs. ?

Last season, the duo raised $32,000 from donations by recreational divers who accompanied them on dives to gather DNA samples and tag the mantas.?

With the money, they have bought three satellite tags and collected numerous DNA samples.? They are sending off the data to the Scripps Institution of Oceanography for analysis by a graduate student.?

With online databases such as the?Manta Research Project, where some of Pilkington-Vincett and Beale?s data are logged, or the?Manta Matcher, developed by Marshall and operating much ?like the FBI fingerprint online database,? research on the manta ray has become rooted in a global exchange among scientists and amateurs alike.?

Until its secrets are fully revealed, the manta?s mystique seems guaranteed.?

?I think it?s fascinating,? said Dewar of the Southwest Fisheries Science Center, ?that there is such a large and amazing creature that has so many mysteries attached to it.??

Improving 3-D image capture in real time

ScienceDaily (Nov. 23, 2012) ? Researchers at the UPNA-Public University of Navarre develop a technique to improve the capture in real time of three-dimensional images. The work, published in a leading scientific journal on Computation and Artificial Intelligence, has applications in aeronautics, the automotive sector and operating rooms.

A team of researchers of the Public University of Navarre has developed a technique that enables the processing in real time of 3-D images to be improved. The work, which has applications for 3-D video, aeronautics, the automotive sector or intelligent systems for operating theatres, for example, has been published in the American journal "IEEE Transactions on Pattern Analysis and Machine Intelligence," a leading publication in terms of its impact in the field of Computational Sciences and Artificial Intelligence.

This research comes within the framework of the PhD thesis that Leonardo de Maeztu-Reinares, a Telecommunications Engineer, has developed at the Public University of Navarre. Co-authors of the paper are Rafael Cabeza-Laguna and Arantxa Villanueva-Larre, lecturers in the Department of Electrical Engineering and Electronics.

The work is based on stereoscopic vision, a technique for obtaining 3-D images. "The basic principle of stereoscopy is the use of two or more cameras that simultaneously pick up the same scene from different positions, similar to what human eyes do," say the authors. That way, two or more images are captured for each instant in time and are compared with each other to work out how far the objects are from the cameras, and that way capture the depth lacking in a classical photograph, which is two-dimensional."

According to the authors, this comparison of two stereoscopic images requires "a considerable computational load and great algorithmic complexity," if accurate results are to be produced. In actual fact, the work published proposes that three modifications be made to the algorithms (understood as operations or instructions) that allow a technique to be reused; this used to be known as the so-called anisotropic diffusion in order to compare pairs of stereoscopic images.

"The algorithm proposed," says Leornardo de Maeztu, "yields better results than other previous ones in the same class and, what is more, presents a very interesting competitive advantage: it can be implemented in real time using a standard graphics card. Although they are algorithms that require a great calculating capacity, if the whole potential of current graphics processors is used, it is possible to execute in real time, in other words, to process as many images per second as those caught by the corresponding camera."

Applications of stereoscopic vision

This research into stereoscopic vision has applications in fields like 3-D video recording, the monitoring of the environment in vehicles (unmanned planes and helicopters, vehicles, etc.) or intelligent systems for operating theatres.

According to the classification of Journal Citation Reports (JCR) which appraises world scientific journals, the publication "IEEE Transactions on Pattern Analysis and Machine Intelligence," which includes the article by the researchers at the Public University of Navarre, leads the world ranking within the ones devoted to Computational Sciences and Artificial Intelligence in terms of its impact factor. It is published by the IEEE (Institute of Electrical and Electronics Engineers), a worldwide professional organisation with its headquarters in the United States and which brings together nearly 400,000 professionals in the new technologies.

In the third quarter, the company continued its turn around, reporting net income of $ 1.9 billion, increased from a net loss of $ 4 billion a year previously. Total revenues increased to $ 17.7 billion from $ 12.72 billion.

Also during the quarter, the U.S. Department of the Treasury sold approximately $ 26.5 billion worth of shares, which reduced its remaining investment in AIG to approximately 234.2 million shares, or approximately 15.9% of outstanding shares.

The quarter?s results were impacted by a pre-tax loss of $ 4.7 billion from the sale of its 14% interest and other charges related to its partial ownership of Morgan Stanley Smith Barney, a joint venture on Sept. 11. Other adjustments related to tightening credit spreads cut into revenue by several billion dollars. Excluding all one-time losses, the bank would have earned $ 3.3 billion.

Revenues net if interest expense declined 33% to $ 14 billion. Excluding the charges and losses it would have increased 3% to $ 19.4 billion.

The bank announced on Oct. 16 that its CEO, Vikram Pandit, had resigned, and was replaced by board-appointed Michael Corbat. In the fourth quarter, the company?s results of operations could include costs incurred from Hurricane Sandy.

Citigroup has a P/E of 10.3, which is close to a 10-year low. Its P/B is 0.5 and P/S is 1.3.

Citigroup CEO Jamie Dimon commented on his outlook for the mortgage industry and its effect on the bank?s operations in the third quarter press release:

?Importantly, we believe the housing market has turned the corner. In our Mortgage Banking business, we were encouraged that credit trends continued to modestly improve, and, as a result, the Firm reduced the related loan loss reserves by $ 900 million. Despite this improvement, the absolute level of charge-offs remains elevated. We also expect to see high default-related expense for a while longer. We are acting responsibly to help homeowners and prevent foreclosures, offering nearly 1.4 million mortgage modifications and completing 578,000 since 2009. Credit trends in our credit card portfolio continued to improve, and the wholesale credit environment remained stable.?

JPMorgan has a P/E of 8.6, which is close to a 10-year low. Its P/E is 1.62 and P/S is 0.77.

My Top Ten Online Marketing Podcasts To Listen To | Tresnic Media

As noted in the earlier blog post,?5 Links Social Media Marketers Can Be Thankful For, there is an overabundance of information out there. Especially in the online marketing world of social media, SEO, web design, user experience, and the list goes on. Because it?s part of our philosophy, publishing content that we are passionate about comes natural and is encouraged.

Due to this passion in the industry, it creates enough information being published that you could spend all day, every day reading new articles online about these different industries and never catch up. I spend about an hour a day (at least) reading new articles about different aspects of online marketing.

Every episode comes with very practical and actionable items for entrepreneurs and business owners. There is rarely any fluff to their podcasts and when there is it?s actually pretty entertaining. While not really an online marketing show, these guys are a great listen for any business owner or entrepreneur.
