Stocks end lower after downbeat retail sales

A surprise decline in June retail sales was the latest worrying sign from the economy, pushing stocks slightly lower on Monday, but Citigroup earnings limited losses in another forecast-beating report from a bank.

The S&P 500 has fallen in seven of the last eight sessions, weighed down by concerns about the economy. Still, in a sign of resilience, the index is up roughly 7 percent from a low hit early in June despite the worsening economic data.

The drop in retail sales in June, the third consecutive monthly decrease, contrasted with economists' expectations for a small increase and was the latest sign the recovery is flagging, a major concern for investors.

Art Cashin, director of floor operations at UBS Financial Services, told CNBC that events in Europe were also having an effect on stocks.

?The Dow was pulled around like a little puppy on a string by the dollar,? Cashin said. ?So Europe is still driving the bus.?

Shares of Citigroup rose after the third largest U.S. bank reported profit that came in above analysts' estimates. That was despite a 12 percent drop in quarterly earnings due to losses from credit crisis-era assets.

Giri Cherukuri, head trader at OakBrook Investments, which oversees $1.3 billion in Lisle, Illinois, said there was a battle between better-than-expected earnings in the financial sector and worries about the economy.

"The next week or so the market will be driven more by earnings than economic numbers," he said, noting that recent cautious outlooks from U.S. corporations could translate into disappointing earnings as reporting season unfolds.

Citigroup earnings follow results from JP Morgan Chase on Friday that sparked a rally and broke a six-day streak of losses by the Dow industrials.

"Three months in a row of lower retail sales is pretty concerning. People are going to have to lower their GDP estimates," said Paul Zemsky, head of asset allocation at ING Investment Management in New York. "Given that, I'm surprised the market is holding so well."

Zemsky said expectations that earnings turn out better than feared could be one reason. Record low U.S. Treasury bond yields and expectations that the Federal Reserve could support the economy have also helped prop up stocks.

The World Trade Organization ruled in favor of the United States, finding that China discriminates against foreign bank cards. The decision could help U.S. credit card companies like Visa, Mastercard and American Express.

In another credit card development, Visa Inc and MasterCard Inc and banks reached a $7.25 billion settlement with U.S. retailers in a lawsuit late on Friday.

In mergers and acquisitions news, GlaxoSmithKline is to acquire its long-time partner Human Genome Sciences Inc for $3 billion, ending a three-month hostile pursuit of the U.S. biotech company on friendly terms after sweetening its offer.

In another healthcare deal, private equity firm TPG said it would buy U.S.-based Par Pharmaceutical for $1.9 billion.

Brain power shortage: Applying new rules is mentally taxing and costly

ScienceDaily (July 16, 2012) ? Can you teach an old dog (or human) new tricks? Yes, but it might take time, practice, and hard work before he or she gets it right, according to Hans Schroder and colleagues from Michigan State University in the US. Their work shows that when rules change, our attempts to control our actions are accompanied by a loss of attention to detail.

Their work is published online in the Springer journal Cognitive, Affective, & Behavioral Neuroscience.

In order to adapt to changing conditions, humans need to be able to modify their behavior successfully. Overriding the rules we adhere to on a daily basis requires substantial attention and effort, and we do not always get it right the first time. When we switch between two or more tasks, we are slower and more likely to commit errors, which suggests switching tasks is a costly process. This may explain why it is so hard to learn from our mistakes when rules change.

The authors explain: "Switching the rules we use to perform a task makes us less aware of our mistakes. We therefore have a harder time learning from them. That's because switching tasks is mentally taxing and costly, which leads us to pay less attention to the detail and therefore make more mistakes."

A total of 67 undergraduates took part in the study. They were asked to wear a cap, which recorded electrical activity in the brain. They then performed a computer task that is easy to make mistakes on. Specifically, the participants were shown letter strings like "MMMMM" or "NNMNN" and were told to follow a simple rule: if 'M' is in the middle, press the left button; if 'N' is in the middle, press the right button. After they had followed this rule for almost 50 trials, they were instructed to perform the same task, but with the rules reversed i.e. now if 'M' is in the middle, press the right button; and if 'N' is in the middle, press the left button.

When the rules were reversed, participants made more consecutive errors. They were more likely to get it wrong twice in a row. This showed they were less apt to bounce back and learn from their mistakes. Reversing the rules also produced greater control-related and less error-awareness brain activity.

These results suggest that when rules are reversed, our brain works harder to juggle the two rules -- the new rule and the old rule -- and stay focused on the new rule. When we spend brain energy juggling these two rules, we have less brain power available for recognizing our mistakes.

Suicide bomber kills 23 at Afghan wedding

KABUL, Afghanistan (AP) ? A suicide bomber blew himself up among guests at a wedding hall Saturday in northern Afghanistan, killing 23 people including a prominent ex-Uzbek warlord turned lawmaker who was the father of the bride.

The attack was the latest to target top figures from the country's minority groups and dealt a blow to efforts to unify ethnic factions amid growing concerns that the country could descend into civil war after foreign combat troops withdraw in 2014.

Ahmad Khan Samangani, an ethnic Uzbek who commanded forces fighting the Soviets in the 1980s and later became a member of parliament, was welcoming guests to his daughter's wedding Saturday morning when the blast ripped through the building in Aybak, the capital of Samangan province.

Three Afghan security force officials also were among those killed. About 60 other people, including government officials, were wounded in the attack, which left the wedding hall's black-and-white tile floor covered with shattered glass, blood and other debris.

Chairs adorned with pink fabric lay strewn across the site. Dead bodies were piled into the back of Afghan security force vehicles. Afghan Army helicopters ferried some of the wounded from the wedding hall, which has a facade of pillars painted a festive light green and pink.

The bride and groom survived, but never got the chance to exchange vows.

An eyewitness described a gruesome scene after the explosion.

"I came out and saw 40 to 50 people everywhere on the ground ? wounded and killed," said Salahuddin, who uses one name which is common in Afghanistan. "I could not exactly count the number of people killed. I could see people with missing legs and body parts all around me."

It was the latest in a string of deadly attacks around the country that threaten to undermine international hopes of an orderly handover to Afghan forces by the end of 2014. In one of the worst, Taliban fighters attacked a lakeside hotel north of Kabul on June 22, killing 18 people. Two days earlier, a suicide bomber killed 21 people, including three U.S. soldiers, in the eastern city of Khost.

There was no immediate claim of responsibility for Saturday's attack.

Taliban spokesman Zabiullah Mujahid told the Associated Press in a phone call that the Taliban neither confirmed nor denied responsibility for the attack. In announcing their spring offensive on May 2, the Taliban said they would continue to target those who back the Karzai government and the U.S.-led international military coalition.

Jan Kubis, the United Nation's top official in Afghanistan, said the U.N. had documented an increase in the number of government and elected officials who have been targeted by militants in the past six months. He did not provide statistics, but two government officials were assassinated on Friday ? the Afghan Ministry of Women's Affairs director in Laghman province and the mayor of Shindand district in Herat province.

"Such inhumane brutality that is against the teachings of Islam and against international law should stop immediately," Kubis said in a statement.

Afghan President Hamid Karzai condemned the bombing, saying it was "carried out by the enemies of Afghanistan." He ordered a team from Kabul to fly to the area to investigate.

Karzai needs minority groups ? loosely known as the Northern Alliance ? to back his efforts to reconcile with the Taliban who are mostly from the majority Pashtun ethnic group. While Pashtuns make up 42 percent of the population, collectively the minority Tajiks, Hazaras, Uzbeks and other smaller groups outnumber them. Without minority support, the country risks a de facto partition into a Pashtun south and a "minority" north.

Minorities aren't against finding a political resolution to the decade-long war, but worry that Karzai, a Pashtun, will make too many concessions to the Taliban to achieve a peace deal.

Many commanders from the minority groups fought the Taliban after they seized Kabul in 1996 and joined with the U.S. to oust the hardline Islamic movement from power in the 2001 U.S.-led invasion. Whatever support for peace talks that Karzai has won from minority groups is likely to erode if militants continue to pick off their leaders one by one.

The death of Samangani was the latest of a handful of Northern Alliance and other minority leaders assassinated in the past two years.

One of the most prominent was Gen. Daud Daud, an ethnic Tajik, who oversaw police activities in nine northern provinces and was killed by a Taliban suicide bomber in May 2011. Daud had also served as governor of Takhar province in the north, deputy interior minister for counternarcotics and was a former bodyguard of Ahmad Shah Massoud, the charismatic Northern Alliance commander who was killed in an al-Qaida suicide bombing two days before the Sept. 11, 2001, attacks.

Makhdum Muhibullah Furqani, a lawmaker from Samangan, said the attack was likely organized by the Taliban or by the Islamic Movement of Uzbekistan. The IMU, which was formed in 1991, originally aimed to set up an Islamic state in Uzbekistan, which borders Afghanistan. It later expanded its goal to seeking an Islamic state across Central Asia.

"For sure, it's the act of the Taliban or IMU," he said. "This was a suicide bomber who killed all these people. It was not an ambush or an IED (improvised explosive device) attack which would say this is a private dispute."

Mohammad Nawab Sherzai, criminal investigations director in Aybak who was helping provide security for the wedding, said most of the local guests had already gathered on the upper floors of the three-story wedding hall when the bomber struck. Samangani and other relatives and elders had moved to the first floor to welcome additional guests arriving from Mazar-i-Sharif, the capital of neighboring Balkh province.

"Suddenly, the attacker, who was among the guests from Mazar-i-Sharif, got very close to Samangani. He detonated his suicide vest," Sherzai said. "It was a big explosion. There were bloody bodies all around the first floor. The explosion was so strong. There were people even on the third floor who were wounded."

"There was dark smoke all around. After about 10 minutes, the people were able to see the bodies and start helping with the wounded," he said.

Samangani became famous during Afghanistan's fight against the Soviets, who left the country in 1989 after a 10-year occupation. He became a member of parliament last year and was considered a key leader in Samangan and northern Afghanistan. He was a former military commander under Northern Alliance general Abdul Rashid Dostum, a powerful Uzbek warlord.

The three Afghan security force officials killed were Afghan National Police Gen. Sayed Ahmad Sameh, the commander for the western region and a relative of Samangani; Gen. Mohammad Khan, the intelligence chief in the province; and Mohammadullah, an Afghan National Army division commander who also uses only one name.

Also on Saturday, two NATO service members were killed in the east ? one in an insurgent attack and the other as a result of a non-battle related injury. The U.S.-led coalition did not disclose any other details. So far this year, 235 NATO service members have died in Afghanistan.

UPDATE: Sunspot AR1520 has broken its silence and has unleashed an X-flare at 1653 UT (12:53 PM EDT) which is classified as a strong event - the highest level of classification given by solar scientists. Because the sunspot was directly facing the Earth at the time of the blast, it very well could have an impact on the Earth?s atmosphere in the very near term. These kinds of events can cause an abundance of "northern lights" in the northern latitudes over the next few nights including much of the US, and they can seriously disrupt radio and satellite communications. It is still a little too early to tell exactly how serious the effects may be so stay tuned.

11:50 AM Sunspot AR1520 has now rotated into a position that is directly facing the Earth, but so far it has been relatively quiet and has only produced moderate-strength solar flares. From this current position on the sun, AR1520 could unleash flares and coronal mass ejections (CMEs) that could have a high latitude impact including auroras and potentially some satellite and radio transmission disruptions depending on how large the flare is. NOAA forecasters estimate that this sunspot has about a 15% chance of producing the strongest-type of flare during the next 24 hours which is classified as an X-flare. This gigantic sunspot, one of the biggest in years, is so wide it stretches roughly 139,000 kilometers across the sun which is about 11 Earth diameters. This particular sunspot is even larger than its predecessor, AR1515, which was visible on the sun last week before it rotated around to the back side of the sun. Stay tuned.

Methadone Overdoses | dailyRx

Methadone can be prescribed safely for cancer-level pain and heroin addiction. When it?s abused it?s responsible for more prescription painkiller overdose deaths than any other opioid.

According to a recent report from the Centers for Disease Control and Prevention (CDC), abuse of a methadone prescription can be deadly.

According to a new report, released by the CDC, 15,500 people died from prescription painkiller overdoses in 2009 alone. Of those prescription painkiller overdoses, 30 percent were from methadone.

Methadone has been around for years to treat not only pain but also drug addiction?primarily heroin. Methadone can build up in a person?s system over time and affect their heart rhythm and breathing.

The Substance Abuse and Mental Health Services Administration (SAMHSA) oversees the Drug Abuse Warning Network (DAWN), which looks over drug-related deaths in 13 states.

DAWN furnished data from 1999-2010 revealing that four out of every 10 painkiller overdoses involved methadone. That is twice as many deaths attributed to Methadone than any other painkiller.

This powerful opioid made up two percent of painkiller prescriptions in the U.S. in 2009.

When researchers compared the methadone overdose numbers from 1999 to 2009 they discovered that over the course of a decade, deaths had increased six times the baseline rate.

CDC Director, Thomas R. Frieden, MD, MPH, said, ?Deaths from opioid overdose have increased four-fold in the past decade, and methadone now accounts for nearly a third of opioid-associated deaths. Methadone used for heroin substitution treatment does not appear to be a major part of the problem.?

?However, the amount of methadone prescribed to people in pain has increased dramatically. There are many safer alternatives to methadone for chronic non-cancer pain.?

Linda C. Degutis, PhD, MSN, director of the CDC?s National Center for Injury Prevention and Control, said, ?Methadone continues to play an important role in substance abuse treatment and should not be limited in its use for that application.?

?Health care providers can take precautions to reduce the risks of methadone overdose when used to treating pain.?

The CDC recommends health care providers use caution and closely monitor all methadone prescriptions for abuse.

This study was released by the Centers for Disease Control and Prevention, July 3rd.

Drug Addiction

Drug abuse and addiction, broadly, refers to the ingestion of a substance that has psychoactive effects by altering the balance of chemicals in the brain. Typically, people might associate the term 'drug addiction' with street drugs, such as heroin, cocaine, methamphetamine and marijuana. However, many more people are addicted to legal drugs such as alcohol, tobacco, and prescription medications.

Drug addiction, or more broadly, substance addiction, is a problem that goes back centuries in civilization. When someone is dependent on a substance, that means that they need the substance to function normally, and stopping taking it all of a sudden will cause withdrawal symptoms. The cause of drug addiction is not known, however the interplay between a person's genes, environment, upbringing, and mental health all play a role in whether someone becomes addicted to a substance. People who have mental health problems and who are under emotional stress, or suffering with depression or anxiety are at greater risk for drug addiction, as are people who have family histories of addiction. The National Institutes of health notes that the people who are most likely to abuse or become addicted to drugs include people who:

Have depression, bipolar disorder, anxiety disorders, and schizophrenia
Have easy access to drugs
Have low self-esteem, or problems with relationships
Live a stressful lifestyle, economic or emotional
Live in a culture where there is a high social acceptance of drug use

Commonly abused substances include:

Opiates and narcotics?are powerful painkillers that cause drowsiness (sedation) and sometimes feelings of euphoria. These include?heroin, opium,?codeine,?meperidine?(Demerol),?hydromorphone?(Dilaudid), and?oxycodone?(Oxycontin).
Central nervous system (CNS) stimulants?include amphetamines,?cocaine,?dextroamphetamine, methamphetamine, andmethylphenidate?(Ritalin). These drugs have a stimulating effect, and people can start needing higher amounts of these drugs to feel the same effect (tolerance).
Central nervous system depressants?include alcohol, barbiturates (amobarbital, pentobarbital,?secobarbital), benzodiazepines (Valium, Ativan, Xanax),?chloral hydrate, and paraldehyde. These substances produce a sedative and anxiety-reducing effect, which can lead to dependence.
Hallucinogens?include LSD, mescaline, psilocybin ("mushrooms"), and phencyclidine (PCP or "angel dust"). They can cause people to see things that aren't there (hallucinations) and can lead to psychological dependence.
Tetrahydrocannabinol (THC)?is the active ingredient found in?marijuana?(cannabis) and hashish.

A panoramic satellite image shows an active eastern Pacific Ocean with three tropical systems that appear to be chasing each other. Tropical Storm Daniel approaching the central Pacific Ocean, with major Hurricane Emilia further east, and a developing low pressure area east of Emilia.

In an image captured by NOAA's GOES-15 satellite, all three tropical cyclones were seen spinning in the eastern Pacific Ocean on July 10, 2012 at 1200 UTC (8 a.m. EDT).Daniel has weakened from a hurricane to a tropical storm and appears smaller than Hurricane Emilia. Daniel is about 180 miles in diameter, while Emilia is over 250 miles in diameter. System 98E, the low pressure system east of Emilia, is dwarfed by the large hurricane. NOAA manages the GOES-15 satellite, and NASA's GOES Project at the NASA Goddard Space Flight Center in Greenbelt, Md. uses the data to create images and animations of weather around the U.S.

Tropical Storm Daniel's winds were now down to 65 mph (100 kmh). At 8 a.m. PDT/11 a.m. EDT, the center of Tropical Storm Daniel was located near latitude 15.3 north...longitude 135.1 west. That's about 1,350 miles (2, 175 km) east of Hilo, Hawaii. It is moving west near 16 mph (26 kmh) and is expected to keep moving in that direction over the next couple of days. Daniel is expected to weaken to tropical depression status by July 11.

On July 10 at 5 a.m. EDT, Emilia's maximum sustained winds were near 140 mph (220 kmh). By 11 a.m. EDT, Emilia's maximum sustained winds dropped to 130 mph (215 kmh) and was still holding onto Category 4 hurricane status. A panoramic satellite image shows an active eastern Pacific Ocean with three tropical systems that appear to be chasing each other. Tropical Storm Daniel approaching the central Pacific Ocean, with major Hurricane Emilia further east, and a developing low pressure area east of Emilia.

In an image captured by NOAA's GOES-15 satellite, all three tropical cyclones were seen spinning in the eastern Pacific Ocean on July 10, 2012 at 1200 UTC (8 a.m. EDT).Daniel has weakened from a hurricane to a tropical storm and appears smaller than Hurricane Emilia. Daniel is about 180 miles in diameter, while Emilia is over 250 miles in diameter. System 98E, the low pressure system east of Emilia, is dwarfed by the large hurricane. NOAA manages the GOES-15 satellite, and NASA's GOES Project at the NASA Goddard Space Flight Center in Greenbelt, Md. uses the data to create images and animations of weather around the U.S.

Tropical Storm Daniel's winds were now down to 65 mph (100 kmh). At 8 a.m. PDT/11 a.m. EDT, the center of Tropical Storm Daniel was located near latitude 15.3 north...longitude 135.1 west. That's about 1,350 miles (2, 175 km) east of Hilo, Hawaii. It is moving west near 16 mph (26 kmh) and is expected to keep moving in that direction over the next couple of days. Daniel is expected to weaken to tropical depression status by July 11.

On July 10 at 5 a.m. EDT, Emilia's maximum sustained winds were near 140 mph (220 kmh). By 11 a.m. EDT, Emilia's maximum sustained winds dropped to 130 mph (215 kmh) and was still holding onto Category 4 hurricane status. Emilia was located about 685 miles (1100 km) south-southwest of the southern tip of Baja California. Emilia is moving at 10 mph (17 kmh) to the west-northwest.

BMW's 3 and 7 Series to be the first with Nuance's Dragon Drive! Messaging aboard

It somehow feels like it was only yesterday that Nuance unveiled its Dragon Drive! creation to the world, hoping to in the process make drivers' lives easier by delivering a fresh eyes / hands-free messaging system inside connected cars. Unfortunately, back then the savvy company didn't announce any partnerships with auto manufacturers -- still, we had a feeling it wouldn't be too long before one of them would want to come along for the voice dictation ride. The good news is, that's about to change pretty soon. Per the outfit itself, BMW's decided to bring the Dragon Drive! tech to its 2012 7 Series later this month, with the 3 Series Touring and the eco-friendly 3 Series ActiveHybrid expected to get it "later this year." Notably, Dragon Drive! will offer multi-language support, including English, Spanish, Italian, French and German. There's no word yet on just how much the fee for the service will be, but we do know those who land themselves one of these new Beemers will get a two-month trial to take Dragon Drive! for a quick spin.
