No World Cup for Saudi Arabia

Saudi Arabia was eliminated from Asian qualifying for the 2014 World Cup with a 4-2 loss at Australia on Wednesday, and South Korea, Lebanon, Oman and Qatar advanced to the final round.

Coached by former Dutch star Frank Rijkaard, the Saudis (1-2-3) dropped behind Oman (2-2-2) into third place in Group D with the defeat at Melbourne.

Salem Al Dawsari put the Saudis ahead in the 19th minute, Alex Brosque tied it in the 43rd and Nasser Al Shamrani gave the visitors a 2-1 lead in first-half stoppage time. The Socceroos (5-1), already assured of one of the 10 berths in the final round, rallied on goals by Harry Kewell in the 73rd, Brosque in the 75th and Brett Emerton in the 76th.

Saudi Arabia played in four straight World Cups from 1994-06, but will miss its third straight.

"The equalizer, for us was like it was demoralizing the team," Rijkaard said. "We had less confidence and couldn't keep on playing like we wanted."

Oman (2-2-2) won 2-0 over visiting Thailand on goals by Hussain al-Hadhri in the 10th minute and Adbul al-Muqbali in the 90th. Thailand's Winothia Teeratep was ejected in the 85th minute for dangerous play.

South Korea (4-1-1), a 2002 semifinalist, needed at least a draw and won 2-0 at home against Kuwait (2-2-2) on goals by Lee Dong-gook in the 66th minute and Lee Keun-ho in the 72nd.

Lebanon (3-2-1) finished second to the Koreans and ahead of Kuwait in Group B despite a 4-2 loss at the United Arab Emirates.

Qatar (2-0-4) advanced with a 2-2 draw at Iran (3-0-3), which already had qualified. Mohammed Kasola tied the score in the 83rd minute, enabling the 2022 World Cup host to finish second in Group E ahead of Bahrain (2-1-3), which routed visiting Indonesia 10-0.

Q&A: I've Maxed Out My 401(k); Where Should I Invest Next?

Occasionally I publish answers to select readers? money questions. I welcome your opinion in the comments. Send questions to [email?protected]?I can?t get to them all but will do my best!

Q: I?ve been?employed?for six months. I?m 30 (school took a long time) so this is my first time investing. I am maxing out my 401(k) at work but want to save more because I started late. I was looking at a Roth IRA but I earn too much ($105,000 plus a bonus). What kind of saving options do I have and what is the best way to save the annual bonus I expect to receive? ?Carly

A:?As long as you have a 401(k) at work, maxing it out is your best bet at your current income level because, as you discovered, you?ll be excluded from making a full Roth IRA contribution.?

Do you have a cash emergency fund? Although a savings account isn?t an investment per se (interest rates won?t even cover inflation), I recommend everybody have at least $5,000 (or the equivalent of six months? expenses) in cash that?s quickly accessible. Don?t have this yet? Simply stash your bonus away in an online savings account for a rainy day.

Got the emergency fund covered? Then to continue investing, it?s time to look at a taxable investment account.

The good news is you can invest however you want and you can access your money whenever penalty-free. (With a 401(k) or IRA you typically need to wait until retirement to withdraw the money or face paying a 10% early-withdrawal penalty to Uncle Sam.)

The downside is that when you sell these investments you?ll pay capital gains taxes on any returns (although you can deduct losses sometimes, too). To minimize your tax bill, hold onto investments for at least one year.

A simple mutual fund account at a place like Vanguard or Fidelity is a fine start. Look for mutual funds with low expenses.

Betterment is another option: it?s a pretty cool new investing platform that makes investing in the stock market about as simple as opening a savings account.

If you continue to max out your 401(k) and invest more on top, you should build a nice portfolio quickly.

If you ever decide you want help choosing the right investments in your taxable account, you may consider hiring a financial advisor, especially once you have $150-$200k invested. My advice: Look for a fee-only financial planner who will serve as a fiduciary (meaning he or she must put your financial interests first). You can find a list at the National Association of Personal Finance Advisors.

NASA's dazzling northern lights launch aims to study 'space weather'

The two-stage suborbital rocket was part of a NASA-funded study into how the northern lights can affect signals from GPS satellites and other spacecraft.

A team of scientists launched a small rocket into an eye-popping northern lights display Saturday (Feb. 18) in an attempt to discover what makes auroras tick.

The two-stage suborbital rocket blasted off from the Poker Flat Research Range just north of Fairbanks, Alaska, and reached a height of about 217 miles (349 kilometers) as part of a NASA-funded study into how the?northern lights?can affect signals from global positioning system (GPS) satellites and other spacecraft.

"We're investigating what?s called?space weather," said the study's lead investigator Steven Powell of Cornell University in a statement. "Space weather is caused by the charged particles that come from the sun and interact with the Earth?s magnetic field. We don?t directly feel those effects as humans, but our electronic systems do."

Auroras are created?when charged particles from the sun hit the Earth's upper atmosphere, triggering a glowing light show. The charged particles are funneled to Earth's polar regions by the planet's magnetic field, creating the northern lights and their southern counterpart the southern lights. The sun is currently in an active phase of its solar weather cycle, which is expected to peak in 2013, and can pose an interference risk to satellites that provide navigation, communications and other services to users on Earth, researchers said.

"We are becoming more dependent on these signals," Powell said. "This will help us better understand how satellite signals get degraded by space weather and how we can mitigate those effects in new and?improved GPS receivers."

Powell and his team used a 46-foot (14-meter) Terrier-Black Brant sounding rocket to probe a 6-mile (9.6-km) thick layer of the aurora. The suborbital rocket carried antennas and sensors to measure the electric fields spawned by the northern lights. The launch was dubbed the?Magnetosphere-Ionosphere Coupling in the Alfven?resonator (MICA) mission, researchers said.

The scientists hope the experiment equipment will offer a glimpse into how parts of the upper atmosphere are affected by so-called Alfven waves, a type of electromagnetic energy that scientists suspect to be a driving force behind Earth's auroras. The rocket liftoff off at 8:41 p.m. Alaska Standard Time (which corresponds to Sunday at 12:41 a.m. EST, or 0541 GMT) and landed 200 miles (nearly 322 km) downrange, researchers said.

A team of 60 scientists and students representing Cornell, the University of New Hampshire, Dartmouth College, Southwest Research Institute, the University of New Hampshire and the University of Oslo participated in the study.

Jolie hopes her film draws notice to Syria

SARAJEVO, Bosnia-Herzegovina (AP) ? Angelina Jolie on Tuesday premiered her film "In the Land of Blood and Honey" in Bosnia, where the fictional tale of a romance between a Bosnian Serb man and a Bosnian Muslim woman has shone a spotlight on the ethnic anger still left over from the country's brutal conflict.

Jolie, who arrived in Sarajevo with partner Brad Pitt to attend the screening, greeted the crowd of 5,000 in Bosnian, before acknowledging in English that it would bring back painful memories of the bloody 1992-95 war. As the film ended to a standing ovation, Jolie tearfully said, "To share this with you means the world to me."

At an earlier press conference, Jolie said the movie was "heavy" but that she was happy with it because it shows what horrors can occur in the absence of a timely intervention.

She said she hoped the film could serve as a "wake-up call" for the international community to pay more attention to atrocities and act to prevent them ? including in Syria.

"I am satisfied with what we made, I feel very strongly about it and I believe that its core issue ? which is the need for intervention and need for the world to care about atrocities when they are happening ? is very, very timely and especially with things that are happening in Syria today," she said.

The film, which has already been released in the U.S. follows what happens when the man becomes an army officer and the woman is held in a military prison camp where rape occurs. Some Serbs have accused the film of demonizing them.

"I think it is very important that this film is out at this time and ... if this film points the finger at anybody it is the international community," she said.

The distributor in the Serb part of Bosnia said he won't show it there because it portrays Serbs as the villains and they wouldn't put up with that.

"There is simply no interest for this movie here, so I can't sell any tickets," Vladimir Ljevar told The Associated Press. "The fact that the Serbs are the bad guys in it is the reason why there is no interest. The film is lousy. I watched it. It has had bad reviews. It is unprofitable."

But Jolie rejected the claim that her film was anti-Serb.

"I understand that it's sensitive," she said. "But I also know that the Serbian people are intelligent and open-minded people. They will know the difference between what's been forced upon them and what they feel in their own hearts."

She said that "although it's difficult, I hope that they see intention behind it."

Jolie noted she worked on the plot with people from both sides of the conflict.

"We were trying to find humanity on all sides and yet we were addressing the horrors of something that we felt we must show in a horrific way," Jolie said. "That is not an easy balance to find in such a sensitive subject matter, so we did our best; that was very hard, the politics of this region are very complicated."

Thousands of women were raped during Bosnia's war, which also included the notorious Srebrenica massacre in July 1995 and the 44-month siege of the capital, Sarajevo. Most of the rape victims were Muslim Bosniak women, often the target of mass rape used as a weapon of terror.

Many of the victims were raped repeatedly. Some were brought back to their homes and dumped in front of their husbands. Other women were violated in their husbands' presence as part of a shock campaign.

Defying the unofficial censorship in the Serb part of the country, Ana Vidovic, a Bosnian Serb woman from Prijedor organized a private screening in her home Saturday after she got approval from Jolie.

She told local media she was annoyed by claims there is no interest in the movie among Bosnian Serbs. "I am the public and as far as I remember, nobody asked me," she said.

Jolie said Vidovic's gesture meant very much to her team, so she wrote her a letter and approved the screening.

"We will do that for anyone who wants to have a private screening. And we hope that we encourage the people to see it somehow," Jolie said.

A group of Muslim Bosniaks who now have returned to their homes in the Serb part of the country say they are interested in seeing Jolie's movie and plan to organize private screenings.

Jolie said she made this film because "I just felt that this subject was important and I was really moved by it."

She said she may direct again.

"If I can find something that means as much to me, I will try, but if this is the only thing I ever directed, I would be very happy."

According to the Buffett Rule the wealthy should pay at least as much tax as middle-income households.?That sounds straightforward but it?s not.

In his State of the Union speech, President Obama?s called for a new law that would require high-income people to pay at least 30 percent of their income in taxes. In response, Senator Sheldon Whitehouse (D-RI) and Representative Tammy Baldwin (D-WI) have introduced the Paying a Fair Share Act of 2012, a proposal designed to meet the Buffett Rule: That the wealthy pay at least as much tax as middle-income households.

That sounds straightforward but it?s not.

First, there?s the matter of how to measure income. The rule would define income as adjusted gross income minus a modified measure of charitable contributions. The adjustment avoids discouraging charitable donations.

Measuring taxes is more complicated. The proposal defines taxes to include the regular income tax, the individual alternative minimum tax (AMT), the employee?s share of payroll taxes that finance Social Security and Medicare, and the 3.8 percent tax on investment income and the 0.9 percent tax on earnings imposed on high-income taxpayers to help finance healthcare. That?s a broader measure than what most people see on their tax returns today, but it still excludes other taxes that people pay indirectly like corporate income taxes and the employer?s share of payroll taxes.

If you make at least $1 million (by the act?s definition) and your tax is less than 30 percent of that, you?ll owe more tax, presumably yet another addition on your income tax return. That?s certainly not tax simplification.

The Tax Policy Center estimates the proposal would increase 2015 taxes for about 116,000 households by an average of more than $170,000, assuming the Bush-era tax cuts expire as scheduled and Congress stops patching the AMT. That?s an overall tax increase of about $20 billion, not chump change but less than a tenth of the projected 2015 deficit. If Congress extends tax law in place this year, about 217,000 tax units would owe an average of nearly $190,000 more, yielding about twice as much additional revenue but still less than a tenth of a larger deficit.

The Buffett rule sounds good in principle. High-income taxpayers should pay at least as large a share of their income in taxes as the rest of us. But most already do. On average, middle-income households will pay 2015 taxes totaling about 15 percent of their income (using the legislation?s definition). Without the Buffett rule, more than 99 percent of millionaires will pay more than that and only about 4,000 will pay less. Barely 10 percent of them will pay less than 20 percent.

The proposed legislation would certainly raise taxes on a lot of high-income taxpayers. But the price would be even more complicated tax code. There are better ways?to raise taxes on the rich.

Florida Primary Election 2012: State Broke Rules Again To Hold Early Contest

MIAMI -- Florida broke the presidential primary rules ? again ? but officials figure it's worth a penalty for their state to maintain a relevant voice in nominating candidates for the White House.

When Florida voters choose their candidate for the Republican presidential nomination on Tuesday, they'll do so as the fourth state in the process. The cost: half their delegates to the GOP convention.

"I'd much rather have a say in the nomination process as opposed to the coronation process," Florida Senate President Mike Haridopolos said.

As it did in 2008, Florida went against the national parties this year and set the last Tuesday in January as its primary date. In response, officials in New Hampshire, Iowa and South Carolina moved up their dates too.

The strategy paid off for Florida four years ago. Sen. John McCain carried the state and used the momentum from that victory to win the Republican nomination.

Florida could again play a pivotal role. With Rick Santorum barely winning the Iowa caucuses, Mitt Romney carrying New Hampshire and Newt Gingrich taking South Carolina, a victory in the winner-take-all contest for Florida's 50 delegates could change the course of the campaign.

Seeking more influence isn't anything new for Florida.

Hoping to share New Hampshire's first-in-the-nation primary date, the state set its 1972 primary for the second Tuesday in March. New Hampshire responded by moving up its election, but Florida's date remained in law until 2008.

At first, that still left Florida early in the nominating process. While several states held caucuses before the 1976 vote, Florida was the third state to choose delegates through a primary, following New Hampshire and Massachusetts. Florida chose the eventual nominees: Democrat Jimmy Carter and Republican Gerald Ford.

Then other states began moving up their primaries. Florida soon found itself irrelevant, holding its contest after the nominees essentially had been decided.

Republican legislative leaders and then-Gov. Charlie Crist decided to change that for the 2008 primaries, arguing that Florida is more diverse in population than other early voting states. It has large populations of Hispanic and black voters, a mix of Southerners and Northern transplants and large rural areas and major cities.

The national parties weren't happy. The Democratic National Committee stripped Florida of all its delegates. After initially making frequent stops in Florida, the Democratic candidates agreed to boycott the state.

The Republican National Committee stripped Florida of half its delegates, which, given its size, still made it an important state to win. GOP candidates spent a lot of time talking about issues important to the state, including the restoration of the Everglades, Cuba policy, offshore drilling and property insurance issues.

While McCain was able to use Florida to build momentum, the same wasn't true for Democrat Hillary Rodham Clinton. Her overwhelming victory over Barack Obama had an asterisk next to it ? there were no delegates at stake and none of the candidates had campaigned here for months before the election. She unsuccessfully argued to have the delegates fully restored before finally conceding the race. Once it was clear Obama would be the nominee, the delegates were restored at his request.

For all the complaining about Florida moving its presidential primary, the state was the first to hold a primary. Ever.

In 1904, Florida elected delegates to a national party's nominating convention. And while they weren't bound to follow the results of the presidential preference primary, other states began taking up the idea.

Breast cancer charity ends Planned Parenthood funding (Reuters)

(Reuters) ? Planned Parenthood said on Tuesday that the leading U.S. breast-cancer charity would no longer provide new funding to the group, which performs abortions and other services at clinics around the country.

In a statement, Planned Parenthood said the Susan G. Komen Foundation had "succumbed to political pressure" from anti-abortion groups in cutting the funding.

Komen had begun notifying local Planned Parenthood affiliates that their breast cancer prevention programs will no longer be eligible for new grants from the charity, it said.

Planned Parenthood said Komen had not responded to requests to meet and talk about the decision to cut the funding, which it said had helped thousands of women in rural and underserved communities get breast health education, screenings, and mammogram referrals.

But it said the Komen Foundation had been "repeatedly threatened" in recent years by anti-abortion groups upset with its affiliation with Planned Parenthood.

The Komen Foundation, best-known for the Race for the Cure fundraisers it sponsors around the country each year, did not immediately respond to a request for comment from Reuters.

The foundation said it raised more than $1.9 billion for breast cancer research and programs and has affiliates in more than 100 U.S. cities and 50 countries. Its symbol - the pink ribbon - is widely recognized.

Planned Parenthood said Komen's funding had helped pay for 170,000 of the more than 4 million clinical breast exams the group had performed over the past five years, as well as more than 6,400 of the 70,000 mammogram referrals it has made during that time.

Planned Parenthood has come under attack by lawmakers in several states over the past year, including North Carolina, Indiana and Kansas, who have attempted to block any government funding of the group.

In Kansas, county prosecutors outside Kansas City are pressing criminal charges against Planned Parenthood, alleging the group failed to maintain required paperwork related to the abortions it provided.

Under current law, Planned Parenthood cannot use federal funds to provide abortions though it receives federal money to provide family aid to low-income women.
