China factory sector shrinks first time in nearly 3 years (Reuters)

BEIJING (Reuters) ? China's factory sector shrank in November in the face of weakening demand both at home and abroad, two surveys showed on Thursday, underlining the central bank's move to cut bank reserve requirements to shore up the economy.

The official and HSBC purchasing managers' indexes are likely to feed worries that the global economy is on a slippery slope as the euro zone is marred by its debt crisis, reinforcing expectations that China will ease policy further.

The official PMI released by the China Federation of Logistics and Purchasing (CFLP) fell to 49 in November from October's 50.4, suggesting activity among big manufacturers shrank in November for the first time in nearly three years, or since the global financial crisis.

The reading was below the median forecast of 50 in a Reuters poll. That level demarcates expansion from contraction.

"The November PMI dropped further to below the boom-bust line of 50... indicates that the economic growth pace would continue to moderate in the future," Zhang Liqun, a researcher with the Development Research Centre of the State Council, wrote in the CFLP statement.

The CFLP said the sub-index for new orders fell to 47.8 in November from 50.5 in October, while the sub-index for new export orders dipped to 45.6 in November from October's 48.6. Both sets of figures suggest the domestic and overseas new order books are shrinking.

Meanwhile, the HSBC China PMI dropped to a 32-month low of 47.7 in November from October's 51. A sub-index for new orders skidded to a 32-month low of 45 from 52.6 in October.

"The November PMI final reading points to a sharp deterioration in business conditions across the Chinese manufacturing sector," said Qu Hongbin, China economist at HSBC.

In one bright sign though, new export orders in the HSBC survey, geared more to smaller and private-sector factories, was comfortably above 50, suggesting growth.

China's economic expansion has been slowing all this year as Europe and the United States -- China's top two export markets -- have struggled to recover from the global financial crisis in 2008-2009.

In addition to global headwinds, China's once red-hot real estate sector is slowing down as home prices and sales fall.

China's central bank cut the reserve requirement ratio for its commercial lenders on Wednesday for the first time in nearly three years to ease credit strains and shore up an economy running at its weakest pace since 2009.

The reserve cut, effective Dec 5, reduces the ratio for the biggest banks to 21 percent from a record high 21.5 percent, freeing up funds that could be used for lending to cash-strapped small firms. Analysts said they expect further cuts in bank reserves.

FALLING INFLATION

The positive side of the surveys was that inflationary pressures in China could ease further, creating more room for the central bank to relax policy to support growth.

"We can see that the central bank is actually increasing the magnitude of policy easing, although it is still early to call it a comprehensive loosening," said Zhang Zhiwei, chief China economist at Nomura.

The prices sub-index of the official PMI fell to 44.4 from October's 46.2.

China's annual consumer inflation dipped to 5.5 percent in October from September's 6.1 percent, pulling back further from July's three-year peak of 6.5 percent.

The National Development and Reform Commission, the country's top economic planning agency, forecast that inflation will fall below 5 percent before the end of this year as food price pressures ease, the Economic Daily reported on Nov 14.

The HSBC PMI for November came in lower than its flash number released late in November and based on 90 percent of responses.

Then flash reading of 48 implied annual industrial output growth of 11-12 percent, HSBC said, a pace not seen since 2009 when China was pulling out of the global crisis.

Factory output, which accounts for 40 percent of gross domestic product, hit its weakest pace in a year in October, even though expansion in the first 10 months of 2011 averaged 14.1 percent.

Finnish triple murderer caught after prison escape (AP)

HELSINKI ? Finnish police say they have caught a triple murderer who walked out of a low-security prison last week a month ahead of his scheduled release ? the sixth time he has escaped custody.

Detective Chief Inspector Tero Murman says Nikita Fouganthine was apprehended in a car in Helsinki on Thursday and did not resist arrest.

Fouganthine was convicted in Sweden of the 1988 murders of a father, mother and son, and was transferred to serve out his life sentence in his native Finland.

He escaped several times but in 2009 officials said he had changed his ways and commuted his sentence. He was released but was imprisoned again after breaking his parole.

Murman said Fouganthine will serve the rest of his sentence in a prison with more security.

Romney the 1st GOP candidate to plant flag in Fla. (AP)

MIAMI ? If there's any Republican presidential candidate who can afford to spend precious time and money focusing on winning in Florida, it's the one campaigning in the state Tuesday.

While others focus on Iowa's caucuses or the early primaries in New Hampshire and South Carolina, Mitt Romney spent the morning welcoming endorsements from three top Cuban-American Republicans. He was set to attend several fundraisers and visit the port in Tampa to discuss trade policy.

It's the only early primary state Romney is visiting this week, little more than a month before voters start weighing in on the GOP nominating contest, in Iowa. It's also critical in the race against President Barack Obama, putting Romney in a key battleground state a day after Democrats started spending money to run attack ads against him.

"They don't want to see me as the nominee, that's for sure," Romney told reporters Tuesday. "It shows that they're awfully afraid of facing me in the general election. They want to throw the primary process to anybody but me, but bring it on. We're ready for them."

He announced endorsements from Reps. Ileana Ros-Lehtinen and Mario Diaz-Balart and his brother, former Rep. Lincoln Diaz-Balart, among others. They underscore his strengths going into the Jan. 31 Florida primary and would help him appeal to Hispanics in the state should he become the nominee. The Cuban exile community in the Miami area is an important constituency group for Republicans and the three, who endorsed Sen. John McCain over Romney in 2008, are longtime leaders here.

Romney's also racked up support from a list of other establishment Florida politicians, including former Sen. Connie Mack and Sen. Mel Martinez.

Contrast that with his rivals, who have spent most of the primary campaign jockeying to become the consensus conservative alternative to the former Massachusetts governor ? and probably need to win at least one earlier-than-Florida primary to stand a chance of competing with Romney.

Newt Gingrich is spending three days in South Carolina this week. Rick Perry and Jon Huntsman are campaigning in New Hampshire. Rick Santorum and Michele Bachmann are in Iowa. Herman Cain is scheduled to make stops in Michigan and Ohio, though his campaign is now battling new accusations that he had an extramarital affair.

"It's almost like every other campaign is focused on this slingshot strategy with having to win one or two other states and then coming into Florida with momentum," said Brett Doster, who ran former President George W. Bush's reelection campaign in Florida and is now advising Romney.

The mechanics of winning here play directly to Romney's strengths as a candidate. He's shown discomfort with the hand-to-hand retail politicking that's critical in other early states but isn't effective in a state of nearly 19 million people. He's sitting on the kind of cash it takes to run TV ads here ? nearly $1.5 million per week for a buy in all 10 of the state's media markets ? and keep raising it.

He can't afford to neglect Florida. Although he has a significant lead in New Hampshire, he's vulnerable in Iowa and South Carolina. His advisers have long said performing well in Florida is critical for his campaign.

Almost all of Romney's rivals, on the other hand, acknowledge they're barely thinking about Florida.

"This race hasn't come to Florida yet," said Gingrich spokesman R.C. Hammond. Gingrich's first priority is South Carolina, where he's hired nearly a dozen people and opened several campaign offices.

"Iowa and New Hampshire and the earliest states are priorities for the governor's time and our campaign," said Perry spokesman Ray Sullivan.

"We felt all along that Iowa was going to be our priority from day number one," said Bachmann spokeswoman Alice Stewart. "As to when and how we campaign in Florida will be decided after the caucuses."

Most of the Republican field did gather here for three days of events surrounding a debate and a straw poll at the end of September. But since then, Bachmann and Perry haven't come back for public events. Huntsman moved his campaign headquarters from Orlando to Manchester, N.H.

Cain, who won the straw poll, was in Miami earlier this month, where he visited a restaurant in Little Havana that's a frequent stop for political candidates. But he's dogged by allegations of sexual harassment and now an extramarital affair, and has suffered in polls for it.

The straw poll was a setback for Perry. Still, he pays a staff of 11 in the state and has worked to cultivate relationships with tea party leaders. He's also hired a national campaign team that has significant Florida experience. But Perry hasn't been back since September, and a series of bad debate performances has hampered his fundraising and ability to compete here.

Romney didn't compete in the poll, though he attended the debate. He has five paid staffers working for him out of a state campaign headquarters in Tampa ? also the site of the Republican National Convention next summer. He's campaigned here periodically since announcing his candidacy in June.

EU defense ministers may endorse pooling resources (AP)

BRUSSELS ? EU defense ministers are considering whether to pool and share military resources as austerity measures due to the European debt crisis bite into national defense budgets, officials said Wednesday.

Another cost-saving measure that ministers will consider at their meeting Wednesday is cutting the EU peacekeeping force in Bosnia from 1,400 members to 600, officials said.

They spoke on condition of anonymity in line with customary policy.

The 27-nation bloc collectively has the second-largest defense budget in the world, amounting to nearly euro200 billion ($265 billion). But military spending has already shrunk 15 percent in the past decade and is set to plunge further in the next several years.

Making matters worse for European armies, the fragmentation of national military commands and defense industries has made it almost impossible to achieve economies of scale in the procurement of military equipment.

In the past decade, troops from EU nations have operated in the Middle East, Asia and Africa but they have relied mainly on the U.S. for logistical, intelligence and other support.

Officials who briefed journalists said areas where savings could be quickly realized include standardizing air-to-air refueling fleets, creating joint medical field hospitals, setting up a common a pilot training program, and jointly procuring items like smart munitions from European manufacturers.

Although the EU nations have about 1.6 million men and women under arms, they have been hard-pressed to generate troops and military equipment for overseas missions.

Officials have pointed to the newly launched European Air Transport Command, saying it could serve as an example of how greater integration in strategic transport can result in savings on maintenance and the training of air crews.

The multinational command, based in Eindhoven, the Netherlands, coordinates the air activities of a number of air forces with over 200 transport aircraft. The new Airbus A400M strategic freighter is due to become the backbone of the combined European fleet, with nearly 200 scheduled to enter service in eight EU air forces.

Kim abused Kris? Dr. Drew thinks so

Troubles between Kim Kardashian and her soon-to-be ex-husband Kris Humphries were evident on Sunday night?s season premiere of ?Kim and Kourtney Take New York.? There was the frequent bickering, the heated disagreement on the subject of nude yoga and of particular interest to celebrity psychiatrist Dr. Drew Pinsky, a fight over a broken toenail that ended in a punch.

The wounded nail belonged to Kardashian and the subject of the punch was accidental nail-masher Humphries, and according to Pinsky, the exchange was clear evidence of abuse.

?What you are seeing there is domestic violence,? he said as he repeatedly played the clip for his ?Lifechangers? audience to see. ?A lot of people watching this may not understand this, and I get that. It looks playful. What?s the big deal? It is a massive deal and it?s important."

It?s not that the doctor is worried for the couple. Instead, Pinsky?s worried about the message Kardashian?s actions send to viewers.

?It?s important for everyone else,? he said. ?For Kris and Kim, they?re separating. That?s over with. This doesn?t need to be reported or anything, but anybody listening at home and viewing this has to understand the spectrum of domestic violence, and this is incontrovertible evidence of someone engaged in a domestic violence relationship.?

And for those that would excuse Kardashian simply because she?s a fraction of the size of the towering basketball player she briefly wed, Pinsky warned that it?s no excuse.

?It?s illegal, and it goes to a bad place,? he stressed. ?It progresses. It starts and goes ? it doesn?t stay right there. The size, gender does not matter. It goes to a horrible, horrible place.?

Neither Kardashian nor Humphries responded to Pinsky?s efforts to reach them about his concerns.

Americans in November more confident about economy

(AP) ? Americans' confidence in the economy in November bounced back to its highest level since July, the latest sign that consumers are beginning to feel more cheerful about spending during the holiday shopping season.

The Conference Board, a private research firm, says Tuesday that its Consumer Confidence Index rose 15 points to 56.0. That's up from a revised 40.9 in October ? the lowest level since the recession ? and the biggest jump since the 59.2 reading in July. The November number is encouraging, but far below the reading of 90, which indicates an economy on solid footing.

The confidence numbers are widely watched by economists because consumer spending accounts for 70 percent of economic activity. The confidence of U.S. consumers has slipped amid renewed fears about a second recession. But Americans, who have been grappling with high unemployment and a weak housing market, have shown that they are feeling much more comfortable spending. Over the past weekend, for instance, they spent more than they ever have during the four-day start of the holiday shopping season.

"Consumers appear to be entering the holiday season in better spirits, though overall readings remain historically weak," said Lynn Franco, director of The Conference Board Consumer Research Center in a statement.

Franco noted that consumers' assessment of current conditions improved after six months of steady declines. Consumers' anxiety regarding the short-term outlook for business conditions, jobs and income prospects eased considerably.

One barometer of the index, which measures how shoppers feel now, rose to 38.3 from 27.1. The other gauge, which measures how shoppers say they will feel over the next six months, rose to 67.8 from 50.0.

Consumers have some reason to be more confident. Earlier this month, for instance, the Labor Department reported that the job market improved modestly as unemployment rate nudged down to 9 percent in October from 9.1 percent in September. The month marked the 13th consecutive month of job gains.

TCS Supplies LBS Infrastructure to Cricket Communications

TeleCommunication Systems announced today a multi-year contract with U.S. wireless operator Cricket Communications to provide a fully managed location-based services infrastructure. TCS will manage hardware, software, installation, scalability, maintenance and around-the-clock operation for Cricket.

"Cricket is known for respecting its customers' wallets, so it is no surprise that they would adopt this model to support its location-based services, a market expected by Frost and Sullivan to grow to $1.6 billion in the U.S. by the end of 2015," said Joe Hannan, group vice president of location products for TCS.

Cricket Communications is a subsidiary of Leap Wireless (NASDAQ: LEAP) which specializes in unlimited, flat rate services with no long term commitments. Cricket is serving approximately 5.8 million customers. Cricket Navigator, a voice-guided turn-by-turn navigation solution has been powered by TCS since April 2010.

Pakistani cable TV blocks BBC over documentary (AP)

KARACHI, Pakistan ? Operators have blocked BBC World News because of a documentary critical of the country's commitment to fighting Islamist militants, the president of Pakistan's cable TV association said Tuesday

Khalid Arain said the decision was implemented after the network showed the documentary, "Secret Pakistan," on Nov. 23.

The BBC says on its website that the two-part documentary explores accusations by CIA officials and western diplomats that Pakistan is failing to live up to its commitments in the war on terror.

Tensions are especially high after NATO airstrikes accidentally killed 24 Pakistani soldiers Saturday.

The U.S. and other countries have criticized Pakistan for refusing to target Afghan insurgents using its territory to attack NATO troops in Afghanistan.

The BBC issued a harsh statement in response. "We condemn any action that threatens our editorial independence and prevents audiences from accessing our impartial international news service," it said.

ENGLEWOOD, Colo. (AP) - Tim Tebow might want to update his autobiography and not just because it's already a best-seller.

In "Through My Eyes," Denver's unconventional quarterback writes about how those who finish strong in football or life will achieve success and even greatness.

He could write several more chapters on the subject in addition to the two pages he devoted to the topic in his book.

Since taking over as the Broncos' starter a month and a-half ago, Tebow has engineered three fourth-quarter comebacks, two of which set up overtime wins for Denver, and another win at Oakland in which he rallied Denver from a halftime deficit to win going away.

In nine NFL starts, he has four fourth-quarter comebacks among his half-dozen wins.

Eurozone recession signals mounting

(AP) ? Any hopes that the 17-country eurozone will avoid sliding back into recession in the wake of a debt crisis that's shown alarming signs of spreading to the bigger economies appeared to have been dashed Wednesday.

A couple of indicators show that the eurozone economy is in deep trouble and that the debt crisis is denting confidence so badly that a recession looks almost inevitable. Figures last week showed that the eurozone only narrowly avoided contracting in the third quarter, growing by only 0.2 percent during the period.

The sense of an impending recession was evident in the findings of a closely watched survey from financial information company Markit. Its monthly survey showed that the eurozone contracted for the third month running in November and that the deteriorating economic picture is not just confined to debt-stressed countries such as Greece.

Though its monthly composite purchasing managers index ? a broad gauge of business activity ? rose to 47.2 in November from 46.5, it remains below the 50 mark, the threshold between expansion and contraction.

Markit said Wednesday's survey suggests that the eurozone is contracting at a quarterly rate of 0.6 percent in the fourth quarter and that the problems are increasingly spreading to Europe's two biggest economies, Germany and France.

"As feared earlier in the year, malaise has spread from the periphery to the core," said Chris Williamson, Markit's chief economist. "Even Germany is stagnating and France contracting by around 0.5 percent."

Further grim news emerged with the shock announcement that eurozone industrial orders collapsed by a massive 6.4 percent in September from the previous month. Though this series of data is historically volatile ? one big Airbus order can cause big swings, for example ? the figures provide further uncomfortable reading for a political class battling to get a grip on the debt crisis.

"Looking ahead, the recent survey data point to a further deterioration in industrial sector conditions, and so today's news ? both in this orders report and in the earlier PMI surveys ? reinforces our expectation of an industrial sector recession," said James Ashley, an economist at RBC Capital Markets.

The euro unsurprisingly took a battering in the wake of the figures, plunging 0.9 percent to $1.3389.

Analysts said the figures are likely to pile the pressure on the European Central Bank to cut interest rates again, possibly as soon as next month. In November, it reversed recent policy, cutting its benchmark interest rate by a quarter of a percentage point to 1.25 percent amid mounting worries over the state of the eurozone economy.

Singapore publisher sues Yahoo over copyright

(AP) ? Singapore Press Holdings Ltd., which dominates the city-state's print media, has sued Yahoo Inc. for copyright infringement for allegedly reproducing content from its newspapers without authorization.

SPH alleges that for the past year, Yahoo posted articles, including those about politics and crime, that were first published in the print editions of The Straits Times, New Paper and My Paper. The publisher's legal case cites 23 examples of such unauthorized reproduction, said SPH spokeswoman Chin Soo Fang.

Media content in Singapore is closely monitored by the government, and the country's leaders have sued several international news outlets for defamation. The Straits Times reported Wednesday that this is the first time SPH has sued a website for copyright infringement.

Yahoo Southeast Asia confirmed the litigation but declined further comment.

Yahoo on Wednesday posted on its website a story by its newsroom that the company has filed a memorandum of appearance with the Singapore High Court to defend itself against SPH's allegations.

"We intend to vigorously defend ourselves against this suit," Southeast Asia Managing Editor Alan Soon said. "Our editorial business model of acquired, commissioned and original content is proven."

SPH filed a writ of summons and statement of claim to the High Court on Friday.

SPH, which trades on the Singapore stock exchange, publishes 18 newspapers in four languages and more than 100 magazines.

Debt panel's demise sets up partisan wrangling

Chart shows broad categories of cuts under budget sequester

(AP) ? The failure of a special deficit-reduction supercommittee sets up a year-end battle between President Barack Obama and a dysfunctional Congress over renewing a payroll tax cut and jobless benefits for millions.

At the same time, the debt panel's failure means deep, automatic cuts to the Pentagon budget, beginning in 2013, that defense hawks already are dedicated to unwinding.

The panel's failure to reach agreement on how to cut deficits by $1.2 trillion or more over 10 years was not unexpected but grew out of intractable divisions over spending and taxes that promise to hound lawmakers through 2012 elections that could sort it all out.

Stock prices plummeted at home and across debt-scarred Europe on Monday as the panel ended its brief, secretive existence without an agreement. Republicans and Democrats alike pointed fingers, maneuvering for political advantage in advance of elections less than a year away.

Lawmakers of both parties agreed action in Congress was still required, somehow and soon.

"Despite our inability to bridge the committee's significant differences, we end this process united in our belief that the nation's fiscal crisis must be addressed and that we cannot leave it for the next generation to solve," the panel's two co-chairs, Sen. Patty Murray, D-Wash., and Rep. Jeb Hensarling, R-Texas, said in a somber statement.

President Barack Obama, who was criticized by Republicans for keeping the committee at arm's length, said refusal by the GOP to raise taxes on the wealthy was the main stumbling block to a deal.

Obama pledged to veto any attempt by lawmakers to repeal a requirement for $1 trillion in automatic spending cuts that are to be triggered by the supercommittee's failure to reach a compromise, unless Congress approves an alternative approach.

"I will veto any effort to get rid of those automatic spending cuts to domestic and defense spending. There will be no easy off-ramps on this one," Obama said.

The panel's failure left lawmakers confronting a large and controversial agenda for December, including Obama's call to extend an expiring payroll tax cut enacted last year to prop up the economy, as well as unemployment benefits averaging about $300 a week for the long-term jobless.

Neither item is an easy lift, especially given the hard feelings ? and presidential politics ? consuming Washington.

Democrats had wanted to add those items and more to any compromise, and lawmakers in both parties also face a struggle to stave off a threatened 27 percent cut in payments to doctors who treat Medicare patients.

Based on accounts provided by officials familiar with the talks, it appeared that weeks of private negotiations had done nothing to alter a fundamental divide between the two political parties.

Before and during the talks, Democrats said they would agree to significant savings from benefit programs like Medicare, Medicaid and Social Security only if Republicans would agree to a hefty dose of higher taxes, including cancellation of Bush-era cuts at upper-income brackets.

In contrast, the GOP side said spending, not revenue, was the cause of the government's chronic budget deficits, and insisted that the tax cuts approved in the previous decade all be made permanent.

The panel's failure marked the end of a yearlong effort by divided government to grapple with budget deficits that lawmakers of both parties and economists of all persuasions agreed were unsustainable.

Negotiations this spring and summer led by Vice President Joseph Biden were followed by an extraordinary round of White House talks in which Obama and House Speaker John Boehner, R-Ohio, sought a sweeping compromise to cut trillions from future deficits. They outlined a potential accord that would make far-reaching changes in Medicare and other programs, while generating up to $800 billion in higher revenue through an overhaul of the tax code. But in the end, they failed to agree.

By contrast, the supercommittee never seemed to come close.

The 100 scholarships are focused on educating the next generation of engineers and scientists by encouraging students to complete a four-year Integrated Masters programme in engineering and science.

The scholarships, worth an extra 345,000, will cover the fourth-year fees for UK and EU students or will contribute towards the fees for international students.

The scholarships are in addition to funds that have already been given to The University of Manchester (and other leading universities) to ensure the UK's most talented science and engineering graduates get the most from their university experience as well as encouraging them to explore the wide career options in the oil and gas industry. BP's total investment, since 2007, in supporting students in the Faculty of Engineering & Physical Sciences at The University of Manchester now tops 1m.

By studying for a four-year Integrated Masters programme, not only do graduates obtain the wide-range of skills required for the global challenges facing society, they also obtain the required education base for becoming chartered through the professional institutions.

This funding comes at a particularly opportune time for hard-pressed students and could make the difference between completing a three-year programme, where they will generally need to complete further educational studies to become chartered, or the more comprehensive four-year programme.

In addition, the 100 students awarded the additional scholarships will attend a one-day field trip to a BP site and will attend various BP events.

Professor Colin Bailey, Vice President and Dean of the Faculty of Engineering and Physical Sciences commented: "We are delighted with the support we continue to receive from BP which helps to demonstrate the value of universities like Manchester in developing the next generation of a highly-skilled workforce, which is essential both to the economy and in addressing the grand challenges facing society".

"The four-year Integrated Masters courses are very important from a professional perspective, as well as providing graduates with the skills that they require to address the challenges ahead; it is important that students are not put off this route purely on the basis of cost. " he continued.

Emma Judge, Head of Graduate Recruitment at BP, said: "The financial crisis and the challenging economic environment is putting pressure on students' living costs, and sources of extra support are scarce. So we hope that this will enable them to get the most from their degrees and broaden their experiences."

Many STEM (Science, Technology, Engineering and Mathematics) recruiters are increasingly affected by skill shortages. BP is committed to investing in the industry and helping to attract and support students with opportunities such as completing a Masters degree, an internship abroad, or studying overseas.

Students funded by BP are under no obligation to apply for a role at BP post-graduation, but BP hopes this initiative will encourage students to consider internships and graduate roles within the oil and gas industry, as well as ensuring that we continue to educate students to the highest level possible.

Omar Abdel Rehim, a 2011 Master of Engineering graduate from The University of Manchester, who benefitted from the previous round of BP scholarships said: "The BP scholarship programme is an amazing initiative and will clearly help more students next year. I was fortunate to receive BP support into my final year through one of the internship bursaries but now many more students should be able to benefit."
