LOS ANGELES (AP) ? A rapidly accelerating car driven by a young man screeched across a sidewalk and straight into a crowd enjoying one of Southern California's most popular boardwalks, killing one person, injuring 11 and leaving the promenade in chaos as he sped out of sight.
The victim died at a hospital a few hours after the Saturday evening crash at the Venice Beach boardwalk, Los Angeles police Lt. Andy Neiman said.
Security video shows the man parking his black car alongside the seaside boardwalk as the sun sank, surveying the idyllic scene for several minutes before getting back into the car and speeding into the crowd. It shows hundreds of people walking lazily or sitting at cafes before the black car suddenly appears and sends them scrambling wildly.
Witnesses reported a horrifying aftermath.
"There was people kind of stumbling around, blood dripping down their legs looking confused not knowing what had happened, people screaming," said 35-year-old Louisa Hodge, who was out enjoying the day on the Venice Beach boardwalk with a friend visiting from San Diego. "It was blocks and blocks of people just strewn across the sidewalk."
Firefighters combed the chaotic crowd, finding 12 people wounded and taking 10 of them to the hospital where one later died, fire and police officials said.
Another victim was in critical condition, two more were in serious condition, and the remaining eight had minor injuries, city fire spokesman Brian Humphrey said.
The driver fled the scene and about an hour later, just as police were circulating word that they were seeking a black Dodge with a driver in his 20s, a man walked into a police station in neighboring Santa Monica, told officers he was involved in the boardwalk incident, Neiman said.
Police then found a car nearby that they believe belonged to the man, Neiman said.
Hours later detectives were questioning the man, calling him a person of interest and attempting to determine whether he was the driver, Neiman said.
Neiman would give no details on the identity of the person who died or the person of interest.
The site isn't from the Santa Monica Farmer's Market where a 2003 crash left 10 dead and 63 hurt, after an 87-year-old man's car accidentally roared through the market.
According to the security video and witness accounts, the man with a baseball cap, gray shirt and white pants parked next to the Cadillac Hotel, twice walking out to the boardwalk before getting into the Dodge Avenger and accelerating, swerving around yellow poles meant to prevent cars from getting into the pedestrian-only area and onto the boardwalk.
"I heard a big 'boom, boom,' like the sound of someone going up and down the curb, it was super loud," said Alex Hagan, 22, who was working the desk at the Cadillac Hotel and watched the scene unfold from the start.
The man knocked over two mannequins then started hitting people, swerving from side to side and often running straight into them.
The crowd of hundreds of couples, families and children who had been sitting at cafes, shopping and walking lazily along in shorts and sandals were sent on a mad scramble to get themselves and others out of the way and to rush to help those who were hit.
The car hit at least three vendors who were sitting at their sales booths, video showed.
It hit two women who appeared to be in their 60s, Hagan said.
Many ran after the car, screaming and cursing as it sped away, he said.
Hodge said she and her friend, 31-year-old Ashley Taylor, had made note of the numbers walking along the seaside.
"It was a really nice day, there were tons of people out, in fact, we were talking about how packed it was, because we were having a hard time getting through all the people," said Hodge.
She and her friend stepped into a store to buy a couple of hats, a move that may have saved their lives, and stepped out to see the aftermath, as emergency crews arrived and started putting victims on tarps.
Hodge saw one man and woman lying next to each other, wearing head braces and barely able to move.
"They were just laying next to each other and grasping hands," Hodge said, "just a man and a woman holding hands."
Hours later police were surveying the same stretch of ground for evidence.
The Venice boardwalk is a cultural hub in a part of Los Angeles known for its circus-meets-gritty-city eccentricities.
The 1.5-mile ribbon of asphalt that runs along the sand a few hundred yards from the ocean is home to galleries, restaurants, tattoo shops, skateboard parks and the famous outdoor weight room known as Muscle Beach.
It can draw as many as 150,000 people on summer weekends.

"Riley Cooper made us aware of the tweets when the video became public," the team says in a statement released Sunday. "He told us that he did not know about the video. He informed us he blocked the tweets because he did not know the person nor understand the context of what that person was threatening. We promptly alerted NFL Security. This information potentially speaks to a legal issue that is a matter between Riley and the authorities. Our focus has been on Riley's words and actions."

WASHINGTON (AP) ? Exactly how many phone records of Americans does the National Security Agency collect in its massive surveillance program?
Sen. Dick Durbin of Illinois, the No. 2 Democrat in the Senate, tucked a provision into the 2014 fiscal year defense spending bill that would require the NSA to report to Congress ? within 90 days after the legislation becomes law ? on the precise number of phone records collected, the total reviewed by NSA employees and all bulk collection activities, including how much they cost and when they began.
The NSA also would have to provide Congress with a list of potential terrorist attacks that have been thwarted due to the information obtained through the sweeping data collection program.
The Senate Appropriations Committee backed the report request on Thursday in voting for the overall bill. It first Senate effort aimed at the program since revelations two months ago that the NSA was collecting hundreds of millions of Americans' phone records as part of an effort to combat terrorism after the Sept. 11 attacks.
The disclosure has revived the debate ? in the nation and Congress ? over whether secret national security programs encroach on Americans' privacy rights. Skeptics wary of the program are pressing for changes though wholesale revisions are unlikely as surveillance efforts have the strong support of the Republican and Democratic leaders in the House and Senate.
The NSA has said that its two surveillance programs ? the other sweeps up Internet usage data ? have stopped at least 50 terror plots across 20 countries.
"We're talking about some changes in the program, some disclosure in the program that would still keep it in some form as a tool to fight terrorism but would also assure the American people about the limits of its use," Durbin said in a telephone interview on Friday.
The senator was one of several lawmakers ? proponents and critics ? who met with President Barack Obama and Vice President Joe Biden at the White House on Thursday to discuss the surveillance programs.
Durbin said the purpose of his measure is to obtain basic information about the program, which has largely emerged piecemeal.
"Just this last week, we did get some information from the NSA about the number of queries in a given year, which you can draw some conclusions about just how active is this effort, how many telephone numbers are being followed to find out if they have connections and what we do in the bill is to try to make this a more complete disclosure of the volume of collected information," said Durbin, chairman of the Appropriations defense subcommittee and a member of the Judiciary Committee.
"There is a lot of misunderstanding about what's collected, why it's collected and how much is being used," Durbin said.
Rep. C.A. Dutch Ruppersberger of Maryland, the top Democrat on the House Intelligence Committee, said Friday that "almost everybody except for a few" understand that the NSA program is vital. The task in the coming weeks is to make Americans understand that constitutional rights aren't being trampled.
"What we have to do is educate the public and we have to make some changes to show that so that we can be more open but not give the information to the enemy," Ruppersberger told reporters in a brief interview.
The House Intelligence Committee likely will incorporate some changes in its authorization bill in late September or early October, he said. The counterpart Senate panel and House and Senate Judiciary committees also are likely to act this fall.
In a letter to Ruppersberger, Rep. Rick Larsen, D-Wash., pressed the committee to include several proposals circulating in Congress while insisting that "the government be more transparent in how these programs ensure national security and protect Americans' civil liberties."
Among them is requiring that the secret federal court that oversees the program publically disclose specific opinions and that the Senate confirm judges appointed to the court.
Last week, the House narrowly rejected a challenge to the program. Libertarian-leaning conservatives and liberal Democrats had joined forces on a measure that would have canceled the statutory authority for the NSA program, ending the agency's ability to collect phone records and metadata under the USA Patriot Act unless it identified an individual under investigation.
"The vote in the House was amazing," Durbin said. "Within seven votes of basically putting an end to an intelligence program or changing it dramatically and that is unheard of."
He said it was a "call to action for those who want to maintain program to be more open about it and also to be open to changes that will make it more trustworthy."
Among potential changes are who should do the basic metadata collection, how they'll do it and how it will be used, Durbin said. Another possible change is an effort to demystify the secret court, creating greater opening without compromising national security.

BRUSSELS (Reuters) - Belgium-based cancer testing company MDxHealth said on Monday it had signed a partnership with Bostwick Laboratories Inc to market prostate cancer test ConfirmMDx in the United States.
MDxHealth said the partnership would grant it access to one of the largest urology networks in the country, where the test has been available since May 2012.
Bostwick provides laboratory services specializing in the monitoring and diagnosis of cancer.
